Newmarket-Tay Power Distribution Ltd. (NTPDL) is an Ontario Energy Board licensed electricity distribution company. NTPDL operates a distribution system in the service area approved by the Ontario Energy Board. The shareholders are the Town of Newmarket and the Township of Tay.

Bob Betts, P.Eng. — Chair

(Board member since 2011)

Bob Betts has been exposed to a wide variety of experiences in large and small business environments throughout his career, from very large multinationals like Shell, to smaller enterprises like his own mechanical contracting firm in Gravenhurst, which he owned and successfully operated for over 25 years.

He spent 12 years in municipal politics in the regional and local governments in Muskoka, most of that time as Mayor of Gravenhurst, providing him with the opportunity to also be a Director of the Gravenhurst Hydro Electric Utility.

In 2000, Bob chose to retire from municipal politics to become a Board Member of the Ontario Energy Board. During his term at the OEB, he presided over many cases involving electricity and gas utilities, as well as policy initiatives for the regulated energy sector in Ontario. He also acted as the Chair of the Board’s Rates Committee and the OEB representative on the Executive Committee of the Canadian Association of Members of Utility Tribunals ("CAMPUT").

In 2006, he left the Ontario Energy Board, and re-entered the private sector as an Energy Regulation Consultant, and President and CEO of Regulatory Support Services providing regulatory advice to many energy clients including: Enbridge Gas Distribution, Hydro One Networks, Ontario Power Generation, the Canadian Gas Association, PowerStream Inc., Hydro Ottawa Ltd., Horizon Utilities Ltd. and others.

In 2014, he announced his retirement; limiting his activities to a very few energy related entities, including the Board of Newmarket-Tay Power.

Bob has received significant energy industry acknowledgement for his contributions, including Lifetime Membership Awards from CAMPUT and the Ontario Energy Association. He also maintains his professional status as a Mechanical Engineer in the Province of Ontario.




Cristine Prattas, CPA, CA — Vice-Chair

(Board member since 2014)

Cristine has been a resident of Newmarket since 1990. She is a CPA, CA with experience in public accounting and a lengthy, successful career with Canadian Tire as a finance executive until her retirement in 2010. Her professional experience includes Enterprise Risk Management, financial governance, financial reporting, transaction processing, process improvement and Internal Audit. She is a member of the Board of Directors for Community and Home Assistance to Seniors (CHATS) where she serves as Treasurer and Chair of the Finance and Audit Committee. Cristine also volunteers as a citizen member of the Town of Newmarket Audit Committee and Treasurer of the St. Andrew’s College Parents Guild.





Dave Charleson — Director

(Board member 2005-2007, 2017)

Dave has broad and varied experience within the energy industry through over 30 years with Enbridge Gas Distribution, where he is currently Vice President, Energy Supply and Customer Care. His career has seen him gain experience in the areas of energy supply, operations, IT, human resources, customer care, finance and regulatory matters. His more recent responsibilities have required an increased focus on strategy and governance. Through his 5 years as General Manager, Enbridge Gas New Brunswick, he gained full exposure to all aspects of the challenges and opportunities facing a regulated utility. In addition to his experience with Enbridge, Dave has previously served as member of the Board of Directors of Newmarket Hydro (2005-2007) as well as a number of not for profit Boards, including time as the Chair of Habitat for Humanity Fredericton Area Inc.




U. Phillip Daniels, Ph.D. — Director

(Board member since 2003)

His board experience began in 1982 as a member of the Board of Kinark Child and Family Services. During his tenure, he served on the Finance and Human Resources Committees before serving two years as Board Chair. His other community experience includes the Home Care Program of Metropolitan Toronto (Finance and Human Resources Committees; Board Chair) and the Board of the College of Psychologists of Ontario.

Phil’s board exposure moved to the private sector in 1995 when he was asked to join the Board of Directors for Chapters Inc. As a Director until 1999, he was a member of the Compensation and Governance Committee.

In 2010, he retired as a Director of Franchise Bancorp Inc., a retail company that operates across Canada under the brands Living Lighting, The Pandhandler, Rafters and Global Pet Foods. In addition, he retired after three years as a Director of the Heart and Stroke Foundation of Ontario having also Chaired its Mission Committee.

He served as Chair of Newmarket Hydo Holdings Inc. Board of Directors. The company amalgamated with Tay Hydro in 2007 to form Newmarket-Tay Power Distribution Ltd. Phil was asked to continue as a Director and Chair of the new company and served as Chair until 2013 He continues his role as a Director.

On the basis of all his experience, Phil can make contributions in a variety of industries and areas of corporate oversight including strategic implementation, leadership effectiveness, structure and governance.



Scott Warnock — Director

Scott Warnock is serving his sixth term on Tay Township Council and his third as Mayor.

Scott and his wife Mary live in Victoria Harbour and have three sons and two granddaughters. Scott came to the political world after a lengthy career in broadcasting with stops in Huntsville, Midland and Barrie. Scott is a sponsor of several Tay Township events including Canada Day, Port-a-Rama and Youth Soccer. He has disc jockeyed youth dances in both Victoria Harbour and Port McNicoll for over two decades.

Scott was awarded the Diamond Jubilee Medal for his work with the community over the last 30 years.

Mayor Warnock is looking forward to the challenges and the opportunities that await as a member of the Board of Newmarket-Tay Power Distribution Ltd.



Paul Ferguson, P.Eng. — Director

Paul Ferguson is an accomplished senior manager within the electric utility industry in Ontario. His professional experience spans 27 years. Currently a Director and President of Newmarket Hydro Ltd., Paul’s background also includes 12 years extensive experience with Ontario Hydro in senior positions in Operations and Protection and Control. In addition, he holds memberships in the Institute of Electrical and Electronic Engineers and the Ontario Electrical League as well as the Electricity Distributors Association.

A registered professional engineer, he graduated from the University of Waterloo with a Bachelors of Applied Sciences in electrical engineering. From 2003 to 2004, he served on the Board of Directors of Ontario’s Independent Electricity Market Operator. He is a past member of the Independent Electricity System Operator’s (IESO) Stakeholder Advisory Committee and the Ontario Energy Board’s (OEB) Chairs Advisory Roundtable.

As President of Newmarket - Tay Power Distribution Ltd., he is leading a mid-size distribution utility that is enjoying a position of financial and market competence since the inception of Ontario’s open electricity market.




Tony Van Bynen — Director

(Board member since 2006)

Tony Van Bynen is currently serving in his third consecutive term as Mayor of the Town of Newmarket and has served as an elected representative for the Town for the past 15 years. Prior to his work in public service, Mayor Van Bynen worked in the banking industry at RBC for more than thirty years. In his role as the Mayor of the Town of Newmarket, Mayor Van Bynen is a member of all Town Standing Committees. He was a founding member of the Newmarket Economic Development Advisory Committee and is a member of the Newmarket-Tay Power Distribution Board of Directors. In addition to his involvement on the Southlake Regional Health Centre Board Community Awareness Committee as well as a member of the Hospice Cabinet fundraising Committee, Mayor Van Bynen was a founding director of the Newmarket Chamber of Commerce and Smart Commute Central York, as well as a founding member of the Belinda’s Place Women’s Shelter. Mayor Van Bynen is also Director of York Region Rapid Transit, Co-Chair of the York Region Community Social Data Strategy Committee, member of the GTHA Economic Growth Working Group Broadband Sub-Committee, Chair of the York Region Broadband Advisory Task Force and former member of the Trinity Glen Affordable Housing Complex Board of Directors. Mayor Van Bynen sits on the AMO (Association of Municipalities of Ontario) Board of Directors and is a member of the AMO Audit Committee.
